A. Minutes of the Meeting of the Asian Mathematical Conference (AMC) Held in the Conference Room of the Mathematics Building University of the Philippines, Diliman, Quezon City On 24 October 2000

I. Intoduction of the Persons Present
Professor Polly W. Sy introduced each of the persons present by saying the person’s name and his/her affiliation. These details are recorded in the List of Persons Present. The e-mail addresses were later on added on the attendance sheet for the purpose of future contact.
II. Agenda
Professor Sy stated that there were two points to be decided upon. These were:
1) The host of the next AMC 2) The year to hold the next AMC
III. Some History of AMC
Professor Shum Kar-Ping gave a brief history of the Asian Mathematical Conference (AMC). He said that AMC was founded in 1990 for the 3-fold purpose of promoting mathematical research in the region, to develop a younger generation of mathematicians and to forge cross-cultural understanding and friendship. The first AMC was held in Hong Kong in 1990 with about 300 participants. The second was held in Suranaree, Thailand in 1995 with about the same number of participants, too. He said that the third was currently going on in the University of the Philippines, Diliman with about 567 participants.
In each of these three AMC’s, Prof. Shum said, a famous mathematician was the first speaker. The first speaker in AMC 1990 was Professor Wu Wentsuen; in AMC 1995, it was Professor Shafarevich; and in AMC 2000, it was Professor Efim Zelmanov. He added that he hoped that AMC would continue this practice and establish this as an AMC tradition.
IV. Decision on the Next Host of AMC
Professor Sy said that Korea and Singapore were the countries that expressed their interest in hosting the next AMC. Professor Shum informed the body that the Calcutta Mathematical Society expressed its interest in hosting not the next AMC but the AMC after the next one, in the year 2009. He added that its hosting would coincide with Calcutta’s centennial celebration of its mathematical society.
Professor Dohan Kim said that Korea was not interested to host the next AMC 2000. Professor Lee Seng Luan said that Singapore was willing to host the next AMC unless there was an objection from the body. He promised that Singapore would try its best to make AMC an influential and regular international event for Asian mathematicians. The body decided then that Singapore would host the next AMC.
Professor Shum suggested that in the next AMC efforts would be made to invite the mathematicians from middle and western Asia like Iran, Turkey, Tajikistan, Azebyjain, Pakistan, Bangladish, Sri Lanka. He further added that in the future SEAMS (Southeast Asian Mathematical Society) should try to contact Myanmar (formerly Burma) to ask them to join the society,
V. The Year to Hold the Next AMC
It was suggested that the time interval between two consecutive AMC’s would be shortened from 5 years to some shorter time. The interval of two years was eliminated because of the need for longer time in the preparation. It was then decided that the time interval of 4 years was appropriate because it would alternate with the International Congress of Mathematician and would coincide with the year of the European Mathematical Congress. The body decided that the next AMC would be in the year 2004.
VI. Suggestions on How to Raise Funds
Professor Sy thanked everyone for coming to AMC 2000. She informed the body that about 80% of the participants paid for themselves. Moreover, she pointed out that in AMC 1990 and in AMC 1995, there were participants from the countries Sri Lanka, Pakistan and Mongolia, but there were none in AMC 2000. She said that though there were applicants from Sri Lanka and Bangladesh in the AMC 2000, the Local Organizing Committee could not offer them financial support. The way to solve this problem, she added, was to raise more money to help give financial support to participants who especially come from developing countries.
The following were the suggested sources of funding: 1) IMU-CDE 2) ICTP 3) UNESCO 4) Research grants Some participants came using their own research grants. 5) Different mathematical societies It was suggested that the host inform the local math societies early enough and ask them to nominate speakers from their societies and fund their own nominees (if selected) and other participants. 6) Academies of Sciences Professor Prasad said that in the case of the Academy of Science in India, the Academy might nominate their best mathematicians and when selected, it can afford to fund their candidates. The leader of the Board of Higher Mathematics in India could certainly do this. 7) Presidents of the Republic In the case of Russia, Professor Lavrentiev suggested that the host write to the President of the Republic way ahead of time informing him of AMC and invite him to send and fund their best mathematicians.

1. New institution: Institute for Mathematical Sciences National University of Singapore
The National University of Singapore has recently formed the new Institute for Mathematical Sciences, whose mission is to provide an international center of excellence for mathematical research. The institute’s programs will focus on fundamental issues in and applications of the mathematical sciences and will also promote interest in those fields and in multidisciplinary research in Singapore and the region.
Each year, the institute will organize two programs, each lasting up to six months, in accordance with developing trends in the mathematical sciences and with the interests of scientists in Singapore and the region. Mathematical scientists at junior and senior levels and graduate students are expected to visit the institute for periods of varying lengths, ranging from one month to six months, and to interact with each other through workshops, seminars, and informal discussions.
From July to December 2001, the inaugural program of the institute will focus on the following areas:
Coding Theory and Data Integrity: The program will be divided into three parts, each lasting six to eight weeks: 1. Mathematical foundations (computational number theory, algebraic curves, and related topics); 2. Coding and cryptology (constructions of codes and cryptosystems, and related topics); 3. Applied cryptology (implementations, commercial applications, and related topics).
Each part of the program will include a one-week tutorial and a one-week workshop.

The institute invites applications for membership for participation in the above program. A limited number of fellowships, covering travel and living expenses, are available to young mathematical scientists. Applications should be received at least three (3) months before the commencement of membership.

2. Singapore International Symposium on Topology and Geometry (SISTAG), 2 – 6 July 2001

The conference theme will be explored through four principal areas: Assessment Technology Teacher Education Curriculum It is anticipated that papers will address the conference theme, reflecting upon issues, concerns and consideration appropriate to mathematics teaching and learning at primary, secondary and post-secondary levels. We must acknowledge the extraordinary and accelerating rate of change that is occuring in our knowledge-based era. Much of this change is dominated by quantitative information and the means used to communicate this information. As educators, How can we adjust to the requirements of new knowledge, tools, ways of doing and communicating mathematics, and so on? How do we make adjustments to include support for learners with a host of diverse needs? How can the needs of learners be addressed to meet the demands of a rapidly changing world? Researchers, policy makers, mathematics educators and teachers are invited to share their knowledge at the first ICMI-EARCOME conference of the twenty-first century.
